My Webber carb is playing up

Hi.
I'm sure my twin webber is playing up.
The electrics have been changed and I'm sure all ok.
The car feels like it is 'hunting' or some thing.
When you do a constant 30mph, it feels like I'm pushing the pedal up and down slightly. Also when the car is hot and you restart it, it take a while to fire up then tries to die, smokes a bit, then it's ok.
Any ideas ?
