2.8i Idle iratic

I have put new engine in 4x4 block with 2.8i heads
I have a 2000 rev at start then setles to 900 but gose up to 1400rpm at trafic lights...
The mixture is fine as timing when warm but when driving the revs go up and down,Tried carb cleaner no diff
I do need a new accelerator cable as the retaner is starting to slip/fail, so that is the only thing I can think it is, where can I get one from?
